HLUTTAW


HLUTTAW
   The Council of State in precolonial Burma, a major governmental institution during the later Toungoo and Konbaung Dynasties. It consisted of four wungyi ("great burden bearers"), senior ministers of state who together were responsible for the kingdom's administration and also tried important legal cases.
